If you're a developer you can log in to the iPhone Developer center and download iPhone 3.1 beta 3 firmware (build 7C116a). If you're not a developer you should not download this firmware! This update is 238 MB.
New features in iPhone 3.1 beta 3
New features include video/images copy & paste in the e-mail app. The limit for copying and pasting videos is 15 MB. There is also a counter which shows the amount of tethering you use (tethering isn't available for AT&T yet).
When will iPhone 3.1 be released?
Looks like the final iPhone OS 3.1 firmware update will be released soon. Most likely in early September. Don't forget, stay away from hitting that update button. Updating to iPhone 3.1 will permanently block any software unlock you're using.
